PURPOSE: The purpose of Operation Sunrise is to monitor, develop, and maintain diplomatic security along the Federation and Romulan frontiers.

===History===
Shinzon's failed coup and attempted assault on the Federation in 2379 revealed serious fractures within the secretive Romulan Star Empire which had never been publically acknowledged up to that point. Three major factions eventually arose from the growing political and social unrest: the Romulan Star Empire, the Romulan Imperial State, and the Remans. Each faction sought to advance their own goals, creating considerable confusion when it came to efforts at diplomatic recognition.

The latter half of 2386 brought about a great deal of upheaval throughout the Alpha and Beta Quadrants which threatened to drastically alter the balance of power even moreso than the Elyshan Cold War ever had. Although the Elyshans had retreated within their own borders following defeats at Starbase 386 and Starbase Gatekeeper, political unrest within the Romulan Empire continued to rise and threatened to boil over into open conflict. Growing concern at Starfleet Command and the Federation Council prompted a renewed effort to formalize many of the diplomatic ties that had been established during the Dominion War.

Disaster struck in early 2387 with the catastrophic explosion of the Hobus star and the near-destruction of the Romulan home-system, nearly tearing apart the already weakened Romulan Empire. The loss of leadership and resources provided by Romulus caused the empire to descend into utter chaors with many of the Romulan colony worlds crying out ofor support and aid. The Romulan Neutral Zone was suspended at the request of Commander Donatra and the Romulan Imperial State so that Starfleet ships carrying much needed relief supplies could cross the border into Romulan space. At the same time, a task force departed Starbase 386 to secure the Romulan-Elyshan border with cooperation from Donatra's forces in the region to prevent the possibility of Elyshan factions taking advantage of the empire's weakened state.

The situation slowly began to improve over the next several months as the Romulan Imperial State took on the responsibility of aiding and governing the surviving elements of the Romulan Empire. Of greatest priority to all concerned was the ability to maintain the balance of power and the security of all those who lived along the frontier regions. In order to effect a more long-term solution to the issue of diplomatic security along the Federation and Romulan frontiers, Starfleet Command ordered the creation of Operation Sunrise in early 2388 and assigned Vice Admiral Iluvar to oversee the project. The admiral had already distinguished himself through his involvement in the Elyshan Cold War as well as relief efforts to the Romulan people following the Hobus disaster and, at the recommendation of Admiral Olivia Tavez, Starfleet Command saw him as the best candidate to continue leading their efforts in the region.

Elements of the Operation Relief task force and the Eighth Fleet were reassigned to support the efforts of Operation Sunrise and Deep Space Three was selected to serve as the operational headquarters due to its proximity to the affected region. Vice Admiral Iluvar wasted little time in putting these resources to use assessing and supporting diplomatic security along the frontier.
